Tech Labour Manifesto Pledges: 5G, Broadband, AI and More

On the 4th July we saw the Labour party secure a landslide victory in the election, with Sir Keir Starmer becoming our new Prime Minister.

With the recent Microsoft problems that saw the UK digital world crash rather spectacularly,  we thought we’d take a little look at the top 5 tech policies promised by the Labour Party in its manifesto, including Digital Infrastructure, Broadband & 5G, AI Regulation & Investment, Cyber Security and Tech Innovation. 

Labour Manifesto and Digital Infrastructure

  • Digital Infrastructure will be given a boost by developing a 10-year infrastructure strategy. This will benefit mobile and broadband networks, AI, and data centres.
  • Approval processes will be streamlined for nationally important designated projects and data centres by easing planning restrictions. 
  • Restarting the economy with a new industrial strategy, designed to supercharge the tech and digital sectors. 
  • Overcome previous planning blocks by supporting the construction of data centres on brownfield sites.

Plans for Broadband and 5G in the Labour Manifesto

  • Target ambition of having national 5G coverage and full gigabit accessibility by 2030 to have a renewed push. 
  • Encourage cooperative building between networks and greater infrastructure sharing by working alongside Ofcom. 
  • Continue to support the last governments Project Gigabit broadband roll-out program.
  • In addition to the above, address the slow roll-out of gigabit broadband under the Conservative government.

Regulation and Investment for AI

  • Labour plans to introduce binding regulations on companies developing powerful AI models and give the AI Safety Institute statutory footing.
  • The creation of sexually explicit deep fakes will be banned and safe AI development will be ensured through comprehensive legislation.
  • They will use the industrial strategy to support the development of the AI sector.
  • New laws will be introduced to regulate AI companies, ensuring ethical AI practices.

What Has Labour Got Planned for Cyber Security

  • Labour will address cyber attacks and misinformation campaigns by conducting a Strategic Defence Review within the first year.
  • Policing techniques will be modernised by integrating new technologies into law enforcement to keep pace with modern threats
  • Critical infrastructure will be protected by developing a comprehensive cyber defence strategy.
  • Labour is committed to ensuring the UK is fully prepared to deal with hybrid warfare, including cyber-attacks.

Tech Innovation and Regulation with the Labour Party in Power

  • In order to help regulators update regulations and speed up approval timelines for new technologies, a new Regulatory Innovation Office will be created. 
  • In order to help harness new technologies and advise businesses, an Industrial Strategy Council will be set up.  
  • The construction of laboratories, digital infrastructure, and giga-factories will be facilitated by modernising national planning policy. 
  • Barriers to growth will be removed and opportunities seized by working in partnership with industry. 

What’s Next?

We’ve seen first hand over the past few days how important digital infrastructure is and how much we all rely on it to go about our daily lives – From paying for groceries, to travelling, to simply trying to log on to be able to start a days work. It’s likely you’ve been affected some way or another by the most recent Microsoft outage. And whilst that was supposedly down to an operating system crash, it’s clear Labour need to follow the tech pledges they have made in their manifesto and commit to following through with those promises. 

Here at Geekabit we’re most interested in connectivity and keeping up to date with how we can help businesses and large private residences stay reliably connected – Whether they’re based in the city or in a more rural, remote location. Will we see national 5G coverage and full gigabit accessibility by 2030? We’ll have to wait and see. 

4G Available in All Elizabeth Line Underground Stations and Trains

Exciting news if you commute into and around London – The roll-out of 4G mobile coverage has recently been completed at Paddington, Whitechapel, Canary Wharf and Woolwich stations as well as the central tunnelled section of the Elizabeth line. 

The Elizabeth line is the UK’s busiest train line – It accounts for approximately 240 million passenger journeys per year. Last Christmas the first four stations to receive 4G connectivity on this line were Bond Street, Tottenham Court Road, Farringdon and Liverpool Street.

This latest set of stations in Central London got 4G connectivity back in May, meaning that all 8 stations on the Elizabethan line now offer super-fast 4G connectivity for smartphones. The addition of 4G and 5G connectivity in the central tunnelled section means that passengers can also stay connected while on the train. 

4G Connectivity At Various London Underground Stations

The roll-out of 4G mobile coverage at the final four stations on the Elizabethan line (Paddington, White Chapel, Canary Wharf and Woolwich) was completed as planned as set out by Transport for London. 

The Piccadilly Line also saw its first station become 4G compatible when Covent Garden was connected to the network. 4G connectivity is also available on the Victoria line, with the first location being between Warren Street and Euston. 

This means that there are now approximately a quarter of the Underground tube stations with 4G connectivity for passengers to utilise during their commute. And we’re expecting to see even more become connected during the summer months. 

4G and 5G Connectivity on Trains as well as at Underground Stations

In many areas, station platforms and tunnels between stations are already connected with 4G, with some parts of the Underground enjoying better 4G connections than Londoners above ground! 

Commuters travelling in the central tunnelled section of the Elizabeth line can now enjoy 4G and 5G connectivity on their smartphones whilst on the train as well as at the stations. 

The coverage within the tunnels covers a distance of approximately 5 miles, extending from the Royal Oak portal to the west of Paddington to Liverpool Street station.

Over the coming weeks, TfL and partner Boldyn Networks aim to deliver high-speed mobile connectivity in more tunnelled sections of the Elizabeth line towards Whitechapel, with the entire line expected to have mobile coverage by the end of the summer. 

Vision of 4G/5G Connectivity Across London Underground Network Becoming a Reality

The 4G network rollout across the London Underground is being installed at no cost to TfL by Boldyn Networks is due to be completed by the end of 2025, as promised by Mayor Sadiq Khan. This will also include the London Overground and DLR. 

All 4 UK mobile network operators (Three UK, EE, Vodafone and Virgin MEdia O2 VMO2) are taking part in the rollout. The introduction of high-speed 4G and 5G mobile coverage is being gradually deployed by TfL and Boldyn Networks, to cover the whole Tube, DLR and Elizabeth line network, as well as central parts of the London Overground. 

Not only will this provide an important service to passengers, enabling them to keep in touch with friends and family, liaise with colleagues, surf the internet and scroll social media during their journey, but will also provide better coverage to rail and Tube staff. It will enable staff to pass on vital information to other agencies and host the new Emergency Services Network (ESN). 

In 2021, TfL awarded Boldyn Networks with a 20-year concession to deliver high-speed, 5G-ready mobile connectivity across the entire London Underground network. The company is meeting this by installing a fibre backbone across the capital to improve connectivity both above and below ground.

Throughout the nights, a team of approximately 500 people are working across the Tube network, installing mobile equipment outside of operational hours that will eventually comprise more than 2,000 kilometres of cabling plus thousands of radios within tunnels and stations..

This project is certainly gathering pace, with all parties working hard to ensure passengers will be able to stay connected whilst travelling throughout the capital. 

Which Underground Stations Have Mobile Coverage?

You can find 4G/5G connectivity on your smartphone at the following London Underground stations: 

  • Central line: Holland Park, Notting Hill Gate, Queensway, Lancaster Gate, Marble Arch, Oxford Circus, Tottenham Court Road, Holborn, Chancery Lane, St Paul’s.
  • Northern line: Belsize Park, Chalk Farm, Archway, Tufnell Park, Kentish Town, Camden Town, Mornington Crescent, Euston, Warren Street, Goodge Street, Tottenham Court Road.
  • Elizabeth line: Paddington, Bond Street, Tottenham Court Road, Farringdon, Liverpool Street, Whitechapel, Canary Wharf, Woolwich.
  • Jubilee line: Westminster, Waterloo, Southwark, London Bridge, Bermondsey, Canada Water, Canary Wharf, North Greenwich.
  • Piccadilly line: Covent Garden.

International Broadband Scorecard Comparison Scrapped by Ofcom UK

Do you wonder how the UK fares against other European countries in regards to broadband and mobile connectivity? Well, you might have to wonder a bit more. 

Ofcom, the telecoms regulator, carries out various reports on performance, looking at things like UK broadband and mobile connectivity compared with other major EU economies like France, Germany, Spain, Italy etc. 

However, it seems that Ofcom have covertly scrapped their annual international comparison despite having been publishing it since back in 2013 when they began the International Broadband Scorecard. 

The report examined various connectivity benchmarks within fixed and mobile broadband performances across different countries, such as:

  • Network availability
  • Take-up
  • Use 
  • Prices  

This then enabled them to measure and compare them with the relative performance of the UK. 

Where did the data come from?

Ofcom normally relied on Omdia-Informa Tech, a third party provider, to supply the data for the non-UK countries included in the report. 

However, as this data is available from Omdia-Informa Tech (as well as other similar telecoms research companies) to anyone who is prepared to pay a fee, Ofcom decided that them stopping their publication of the data would not hinder stakeholders and the like from being able to benchmark the UK broadband offering against the international market themselves.

Scrapping of International Broadband Scorecard a Cost-Cutting Measure?

It would seem to us that this move to scrap the report is likely a cost-cutting measure. This is unfortunate as the reporting was a useful point of comparison to see how the UK was doing in regards to broadband and mobile connectivity on an annual basis when compared without our European counterparts. 

Despite the fact that Ofcom rarely promotes their reports which meant the information they provided was often missed, they have provided some handy and relevant information in past years. 

Can I get the Broadband and Mobile Connectivity Data Somewhere Else?

Thankfully, yes! There is an annual report published from the European Commission that goes some way to compare the UK with EU countries on Broadband and Mobile connectivity (you can find the latest one here).

Top UK Mobile Networks for H2 2023 Revealed by RootMetrics Benchmark

How did UK mobile networks perform in the second half of 2023 when it comes to 4G, 5G and mobile broadband?

RootMetrics (now an Ookla company), a mobile analyst firm, has not long published their latest benchmark study of UK mobile networks (4G and 5G) and mobile broadband performance for H2 2023. 

RootMetrics offers scientifically collected and crowdsourced mobile network performance information to consumers and the industry. The firm captures user information by testing network performance when consumers are using their mobile phone for voice or data communications. 

Results of the latest biannual benchmarking report which once again see EE (BT) come out on top against their UK network rivals at Vodafone, Three UK and O2 (VMO2). 

Which UK mobile network is the best for 4G/5G?

When it comes to 5G performance, the picture painted by this recent report isn’t so clear-cut.

This latest study used data from a 5G-enabled, latest model of Samsung smartphone (the actual model was not disclosed in the report). It was purchased from operator stores and tested for both 4G and 5G performance across all 4 primary UK operators within 16 of the most populated UK cities. 

In summary, the study consisted of:

  • 1 latest model Samsung smartphone
  • 4 primary UK mobile operators
  • 16 UK cities
  • 634,942 tests across hundreds of locations
  • 788 locations were indoor
  • 24,179 miles driven during both the day and night

Results were divided into the following categories:

  • Network reliability
  • Speed
  • Data
  • Call and text quality

Scores were given out of 100 (100 being the highest score). As you can see from the data representation from RootMetrics below, EE came out on top across all categories, while VMO2 were found at the bottom of most. 

Interestingly, every one of the 4 primary UK operators saw a decrease in their overall scores when compared to the last RootMetrics report 6 months prior. 

The Overall Scores for H2 2023 (vs H1 2023), in order of best to worst, are:

1. EE – 94.2 (down from 95.9)
2. Vodafone – 90.1 (down from 92)
3. Three UK – 89.3 (down from 90.2)
4. O2 – 86.4 (down from 86.7)

So which is the best UK mobile network? When we look at the average (median) UK download speeds for both 4G and 5G networks, then the strongest data speeds were delivered by EE (68.6Mbps, which was up from 65.1Mbps in the last report).

Vodafone also saw an increase in data speeds, increasing to 34.5Mbps (from 29.4Mbps). Despite O2 improving their data speed score from 15.5Mbps to 19.9Mbps, they still scored the bottom of the 4 providers. Just behind Vodafone to take 3rd place, Three UK fell slightly to 32.3Mbps (down from 34.7Mbps). 

How is 5G performing on UK networks so far?

However, when we look purely at 5G networks, we see a bit of a different picture emerge when compared to the previous report for the first half of 2023. 

Whereas H1 2023 saw Three UK as the fastest median 5G download performance, that award now goes to EE. O2 were unfortunately at the bottom with a score well below the other 3 primary UK networks. The scores for median download speeds for 5G from the H2 2023 report were:

  1. EE – 174.1 Mbps
  2. Three – 165.7 Mbps
  3. Vodafone – 158.3 Mbps
  4. O2 – 68.7 Mbps

What is the availability of 5G on UK mobile network providers? 

As well as 5G speeds, the availability of 5G across UK networks was also tested. 

All 4 of the UK mobile network providers had 5G availability of over 52% during this latest UK wide testing. 

The UK providers in order of 5G availability are:

  1. Three – 57.6%
  2. O2 – 54.5%
  3. EE – 52.3%
  4. Vodafone – 41.9%

What can we take away from this report on 5G speed and availability on UK mobile network operators?

So it would seem that even though EE has the fastest 5G speeds, that 5G connection is less available than that of its competitors Three and O2. 

Despite coming second place in terms of speed, Three weren’t too far behind EE and are also slightly more available. 

O2 might have decent 5G availability, but the speed of that connection is pretty dire according to this latest report. 

In terms of 5G speed, Vodafone aren’t too far behind rivals EE and Three, however they are at the bottom of the pile with the lowest 5G availability. 

What more would we like to know about 4G/5G connections across the UK mobile networks?

Whilst this review does shine a light on 5G speeds across the UK and how UK mobile networks are performing, it does only give select information. 

It would be interesting to also see how the networks perform when it comes to upload speeds and latency using 4G/5G connections. 

As you can see from the review, there seems to be a strong focus on urban areas across the bigger cities in the UK. Here at Geekabit we talk a lot about the struggles of rural businesses and more remote locations that still need strong 4G/5G mobile broadband connections. Some more data on the performance of UK mobile networks in these areas would be beneficial and would give a clearer picture of 4G/5G availability and speed across the UK as a whole. 

Connections Boosted by VMO2 5G Drones for Search and Rescue Missions

Here at Geekabit we talk a lot about the problems that rural areas face when it comes to connectivity – Whether it’s mobile or broadband. 

Mostly we’re talking about businesses and homes that struggle with more traditional forms of broadband internet connectivity as well as mobile broadband options. 

But what about organisations that rely on connectivity outside the normal 4 walls of business premises?

For Search and Rescue teams, staying connected couldn’t be more vital. Yet, they’re often plunged into rural and remote locations trying to find someone missing and potentially hurt. 

So how can we make sure that these Search and Rescue teams stay connected with their base and are able to utilise location data? 

Virgin Media O2 (VMO2) has come up with just the solution. They’ve recently developed a 5G-connected drone that is specifically designed to bolster the communication that is so vital to Search and Rescue teams. 

Who is trialling this 5G drone for Search and Rescue teams? 

The first Search and Rescue team to trial VMO2’s 5G drone is Warwickshire Search and Rescue team.

As we said above, communication in remote and vast terrains is absolutely vital but can be a challenge for Search and Rescue teams. As the work of these teams is so time critical, it’s essential that their effectiveness is unhindered by communication and connectivity problems. 

As a Lowland Rescue Unit, the Warwickshire Search and Rescue team play a vital role in locating vulnerable missing persons alongside the police. 

With a 45% increase in callouts between 2020 and 2022, the demand for their services continues to surge with 65 callouts in 2023 – That’s more than 1 per week. 

How does VMO2’s 5G drone work?

The 5G Technical Trials Team over at VMO2 saw this need for critical connectivity and devised a portable solution that uses a network of low earth orbit (LEO) satellites. The portability and compactness of the tech means that it’s small enough to be integrated into a drone. Ideal for vast, remote spaces. 

This easy-to-deploy drone acts like a flying mobile phone mast, enabling Search and Rescue teams to stay connected via seamless 5G connectivity regardless of their location.

What do VMO2 have to say?

There’s no doubt that this innovative use of 5G mobile connectivity is a fantastic example of how technology can be used in even the most hard-to-reach places. 

In the UK, someone is reported missing every 90 seconds. The more swiftly that person can be located, the better the outcome. For those that have gone missing in a remote area, a Search and Rescue team that can stay reliably connected will be a huge advantage. 

As Portfolio Holder for Fire & Rescue and Community Safety at Warwickshire County Council, Councillor Andy Crump said: 

“The Warwickshire Search and Rescue team do such vital work for our local community by assisting the police in searching for missing people.

So it seems our readers were most looking for information on Starlink Satellite broadband and 4G/5G mobile broadband options. Does that mean that consumers and business broadband customers are interested in alternative Wi-Fi options for their homes and businesses?

We’re looking forward to what 2024 will bring in the tech world and seeing how that impacts all things Wi-Fi and staying well connected.

Is Your Business the 1 in 5 with Insufficient Internet Speeds? 

Business leaders and decision makers from 160 UK companies were surveyed on their businesses broadband speeds during June 2023 by Neos Networks – 1 in every 5 were found to have broadband speeds that were insufficient. 

Furthermore, 42% of those surveyed planned to move to a higher capacity connection during the next two years as part of their key growth plans. 

Investment in Connectivity

Over the previous 2 years, 11.2% of respondents who had already invested in connectivity said it had a direct impact on their business profitability. 

And it’s not just profitability that’s impacted by good connectivity in business. 98.3% of surveyed businesses said it also impacted:

  • Productivity
  • Staff retention
  • Client collaboration

Why Are Businesses Prioritising Higher Capacity Connectivity?

Why might businesses prioritise higher capacity connectivity? Better performing broadband impacting many parts of the business, including:

  • Increased computer power (22.4%)
  • Operational development in terms of more data and higher capacity requirements (21.2%)
  • Greater device usage for each employee (11.6%)

With the prevalence of AI being used in business, this also influenced decisions to improve and increase connectivity with 1 in 10 businesses actively looking to increase connectivity in order to better integrate AI into their business processes.

What Is The Negative Impact of Insufficient Broadband Speeds in Business?

Poor internet connectivity, speed and/or reliability doesn’t just negatively impact employee productivity and retention, it can also cause businesses to risk losing a customer or client. 55.6% of businesses surveyed felt like they were at risk of losing custom down to poor internet. 

Has Project Gigabit Had A Notable Impact on Business Broadband?

The businesses being surveyed were asked if they felt their business had felt a notable impact from Project Gigabit, of which 52.5% said yes. 

Project Gigabit is a £5 billion government broadband plan aiming to deliver next-generation gigabit broadband to over a million households and businesses across the UK. You can read about their progress here

Project Gigabit didn’t actually start to award contracts until August 2022, so it’s possible that the above percentage figure is reflective of respondents including other similar schemes (like the Gigabit voucher and GigaHubs Dark Fibre) or other commercial upgrades to broadband services. 

Let’s Focus on the Positives

It’s clear that businesses are seeking high-capacity connections to keep up with new technologies as well as support their employees and customers. 

Of course, businesses that are based in more rural areas may well be part of the 1 in 5 businesses without sufficient broadband speeds that need improved network accessibility to achieve better connectivity. Other means of connecting to the internet may be useful, such as mobile internet through the likes of 4G/5G routers or Satellite broadband like Starlink

But if 1 in 5 businesses don’t have sufficient broadband, that means that 4 in 5 do! Recent data from Think Broadband suggests that only 21% of UK premises are yet to be reached by gigabit-capable broadband. That means 79% of business premises in the UK are covered by a broadband connection that is gigabit-capable. 

By 2030, the UK government is hoping to reach their target of having nationwide coverage. Network operators are hoping for more support so that they are able to help businesses with poor connectivity sooner than that. 

Rural businesses may be able to improve their connection through AltNet options. AltNet are alternative network providers offering fibre broadband packages. Although smaller in scale, AltNets compete with the UK and England’s big brand internet service providers. AltNets offer their own full fibre connections and don’t rely on the Openreach network and can sometimes offer higher upload speeds in comparison to the major network providers.

This could mean that rural businesses in hard to reach locations could have access to better internet services sooner than the national telecoms provider can offer, giving them next generation speeds like 2.5, 3 and 10 gigabit services across certain networks before national providers have even started trials. 

Let’s also remember that even though 1 in 5 businesses are receiving insufficient broadband, that doesn’t necessarily mean they don’t have access to it via other networks. There might be other options to the one they are currently using. 

The broadband demands of differing businesses also vary hugely. A graphic design studio or video editing company would need higher speed internet than a takeaway shop that could rely on a slower link. 

As always, these types of surveys should be taken with a pinch of salt. Whilst it is undeniable that there are 1 in 5 businesses with insufficient broadband, there should be options for them to explore like mobile broadband and satellite broadband like Starlink.

Have 5G Download Speeds Fallen in Your Region?

Global leader in network intelligence and connectivity insights, Ookla have revealed via their Speedtest.net platform that 5G based mobile broadband download speeds have fallen over the past year in most UK regions. 

However, despite this fall in 5G download speeds, the overall data speeds for both 4G and 5G have increased. 

Speedtest.net from Ookla is a popular testing service for broadband and mobile network performance. This latest research is based on data collected between the second quarter of 2022 and 2023. 

It found that overall, users have seen a mild increase in their download speed in 10 out of 12 UK regions, across all types of mobile broadband combined.

The highest increase was by 23.4% in the North East, with the lowest increase being in the Yorkshire and Humberside region at 3.9%. (There were a couple of exceptions where the changes were too small to be of note in the South West and Northern Ireland). 

5G Download Speeds Show Statistically Significant Decline

When the study looked at just the data for 5G download speeds, it became apparent that 9 out of 12 UK regions had users with a statistically significant decline. 

3 of these regions experienced a decline of more than 20% in 5G download speeds with another region closely behind:

  • Northern Ireland – 21.65%
  • East Midlands – 21%
  • South East – 20.7%
  • Yorkshire and Humber – 17.8%

What Can Cause a Decline in 5G Download Speeds?

Typically, we might see a decline like this due to a combination of network maturity and rising customer take-up. Over time, this can cause network congestion, putting pressure on capacity. 

Thankfully, we can combat these issues with technological advances. For example, Ofcom’s future plans are to release more 5G spectrum. We can also benefit from the evolution of 5G technology, such as Standalone 5G. Future improvements like this will help with issues causing declining 5G download speeds. 

How Much Time Do People Spend With an Active 4G/5G Connection?

Ookla research has also found that the proportion of time users spent with an active 4G/5G connection has increased. With the improvements we’ve seen recently with coverage, coupled with the gradual shutdown of 3G (with 2G to follow).

The biggest increase of time spent actively connected to 4G/5G was in Wales (a rise of 4.5%). The smallest increase was 2.4% which was in Yorkshire and Humber. 

Time Spent With Active 5G Connection Also on the Rise

Unsurprisingly, the time users spend with an active 5G connection is also increasing with 5G availability on the rise. 

London – 4% increase (The largest increase of 5G availability)

East Midlands – 3.2%

Eastern – 3%

Wales – 2%

As we already mentioned, this increase in the availability of 5G could explain the decline in 5G download speeds. This is because there are more users than before all trying to use the same data and spectrum capacity. 

However, some regions didn’t see a statistically significant change:

  • North East
  • South West

Which networks were people connected to 4G/5G most?

The data can be further analysed for each network. 

EE – 97.2% (an increase of 2.7% over the last year)

Three – 94% (a larger increase from 85.2% which was the largest of all operators)

Vodafone – 93.2% (an increase of 5%)

O2 – 90.1% (increased from 86.8%)

UK 4G and 5G Boosted With New Small Cells Deployed by EE

Last week we blogged about the shutdown of 3G in the UK and the myths surrounding this phasing out of lower generation tech. If you’ve been concerned about the 4G coverage in your area, then this article might help to put your mind at rest a little bit. 

Last week, EE announced that they had deployed 411 small cells around the UK. This is in addition to the 200 already deployed last year. 

Small Cells to Boost Urban 4G Network

These small cells are different to masts, and are basically tiny base stations installed on buildings and street furniture.

The idea is that it will boost their 4G speed and coverage across their mobile broadband network. 

They’ve claimed that these small cells will allow customers to access download speeds of up to 300Mbps. As always however, this figure should be taken with a pinch of salt. Download speeds are always subject to variability in many areas including:

  • Mobile environment
  • End-user devices 
  • Consumer demand 

The new 4G small cells are carrying a huge 20TB (TeraBytes) of data traffic every day. 

Whilst masts and larger base stations can transmit over large distances, these newly deployed small cells are designed to transmit over shorter distances and more limited coverage. 

They are used for urban areas where mobile network access is likely to be busy – Like shopping centres, airports and ports. 

Can Rural Networks Benefit from Small Cell Deployment? 

Whilst these small cells are really useful for urban areas, they can also be really valuable for boosting network coverage in rural areas too. 

Used in a similar way as in urban areas, the small cells would be deployed on things like lampposts, street kiosks and CCTV columns. 

Working in just the same way as urban areas, these small cells in rural locations would also help boost 4G coverage. 

How Have EE Chosen Where to Deploy 4G Small Cells?

In order for EE to identify the best locations to deploy their small cells, they use network analytics. 

The small cells are built by Nokia and access both licensed and unlicensed spectrum bands. They harness 1800MHz and 2600MHz on the 2.6GHz band (licensed) as well as the unlicensed 5GHz spectrum bands. 

Where Have EE Deployed New 4G Small Cells?

The deployment of 411 new 4G small cells has been rolled out to various locations across the UK. These include:

  • Birmingham
  • Brighton 
  • Sheffield
  • Swansea
  • Leicester
  • Coventry
  • Wolverhampton
  • Southampton 
  • York. 

There will also be ‘seasonal hotspots’ to handle extra network traffic in popular UK holiday destinations. These include:

  • Newquay
  • Paignton
  • Salcombe
  • Southend-on-Sea 
  • Clacton-on-Sea

What Does EE Say About This New Deployment of 4G Small Cells?

James Hope, EE’s Director of Mobile Radio Access Networks, said:

“As demand for data continues to rise, small cells are becoming an increasingly integral part of our mobile network. Our partnership with Nokia ensures customers continue to benefit from our fastest 4G speeds even at the busiest times and in the most congested of locations, and we’re proud to pass another milestone in this project as we continue to invest in improving the UK’s best mobile network* up and down the country.”

What Does the Future Hold?

Good news! It seems like this latest deployment is only the beginning. According to EE, the plan is to deploy a hundred more small cells over the coming months. 

These will be deployed both in cities with existing small cell infrastructure as well adding new towns and cities to the growing list. 

Will Small Cells Be Used to Boost 5G Coverage?

EE also said that they would be doing a trial where small cells would be used to accommodate the 5G network.

Mythbusting: Will the Shutdown of 3G Cause Digital Poverty?

 Have you seen the recent news reports about the withdrawal of 3G by Mobile Network Operators – And how this move will result in ‘millions of people’ being plunged into ‘digital poverty’ by disconnecting them from the internet?

Much of this reporting goes unchallenged and could be seen as scaremongering – Will the consequences of withdrawing the 3G service actually be this dire? 

How much is 3G actually still used? 

3G is actually rather old by tech standards. We’ve had 2 further generations of mobile technology since 3G (4G and 5G, obviously). And 6G isn’t far behind them. 

Can you believe that Vodafone has been using their 3G service for 18 years? What else in the world of technology is around for so long! Vodafone also happens to be the first MNO to start the 3G withdrawal process. 3G data traffic on their network accounted for just 4% in January 2022. In 2016 it was over 30%. 

Did you know that 4G is available to over 99% of the UK’s population whilst they are outdoors? Unfortunately this does fall to between 80 and 87% for geographic coverage. Although, if we’re comparing, 2G only covers 85-93%. We use 2G for basic data like voice and text services. 

When will we lose 3G and 2G services? 

The government, along with all the major mobile network operators, have agreed that by 2033, 2G and 3G signals will be phased out. 

You might be wondering why 3G is being withdrawn first when 2G is obviously older. Well, there are less devices in operation that are critically dependent on 3G services. 4G has been more successful, mainly due to 3G being negatively affected by overpriced spectrum licensing.

2G, on the other hand, is still widely used for basic voice services and limited data for mobiles, as well as other applications like Smart Metres in home energy monitoring systems and similar solutions making it a great low-power fallback option. Therefore, 2G will be around for much longer than 3G. 

The gradual withdrawal of 3G services will differ slightly by mobile network operator. You can find out more information on your mobile operator’s plans to phase out 3G below:

  • Vodafone UK began the withdrawal of 3G at the start of this year and aims to have phased it out by December.
  • Three UK are phasing out their 3G network service gradually over the next 2 years, with it being switched off by the end of 2024.
  • EE are starting their 3G withdrawal by first moving customers off 3G, with a view to switching the 3G network off early next year. 
  • O2 are yet to publicly announce anything but are part of the plans to switch off both 2G and 3G by 2033 and are likely to follow a similar timeline as those above. 

Is the phasing out of 3G a good thing or a bad thing? 

The recent news reports we alluded to earlier would suggest that the withdrawal of 3G services would disconnect a lot of people from the internet and result in digital poverty for millions. But is the phasing out of 3G really a negative thing, like these reports suggest?

Let’s take a closer look at a couple of the worries surrounding the 3G switch off, and hopefully alleviate them.

‘My 4G signal is weak – Will I be unable to access mobile data?’

We can totally see why this would be a worry. If you find that your 4G signal coverage is weak in your area and your handset often falls back to 3G, it makes sense that you would be concerned that you would be disconnected from mobile data altogether once 3G is switched off. Especially if your fixed line broadband was also poor locally. 

What you need to bear in mind is that when the 3G service is switched off, the spectrum that would have been used for that will then be used for 4G and 5G services instead. This means that those who often find their weak 4G signal defaults to 3G, would see an improvement in 4G signal once 3G has been phased out. Happily, this also means that mobile broadband speeds would also improve.  

Of course, this does depend somewhat on the operator itself and their approach in your area. There is a chance that some people could have issues if their operator wasn’t to prepare the updated coverage after 3G is phased out. Let’s remember that that’s not in the best interests of the operator either, and all MNO’s are committed to minimising any problems caused by the withdrawal of 3G services. 

Don’t forget that a weak 4G signal can actually still be better than a strong 3G signal. The data capability available to you isn’t always accurately depicted by how many signal bars you see on your screen. 

It’s also worth noting that current plans for mobile connectivity mean that coverage and performance are only going to improve. The Shared Rural Network, an industry led project worth £1 billion, is working hard to bring 4G to 95% of the UK in geographic coverage by the end of 2025.  

What do the operators themselves have to say about the potential problem of weak 4G signal? 

It would seem that UK mobile network operators are prepared for the phasing out of 3G and the subsequent effects on 4G signal. 

Vodafone says:

“By repurposing the 3G network – we can grow the UK-wide reach of our more energy efficient 4G and 5G networks instead – this means faster data speeds, higher quality voice call services and a chance to continue improving connectivity in previously ‘cut-off’ areas, including rural communities and the London Underground.”

  • They will be optimising their 4G and 5G networks as a part of their phasing out of 3G. In fact, some of their 3G spectrum has already been re-directed as a part of this plan. 
  • They have also contacted customers of theirs who could be impacted by issues once 3G has been switched off. So no news is probably good news! 

Three says:

 “Retiring 3G enables us to repurpose network assets where our customers need them (4G&5G) … this plan has been carefully developed by our network teams to ensure that it benefits our customers.”

  • A tiny 3% of their network traffic was 3G so they expect minimal disruption
  • They believe their customers can expect “faster downloads, better quality streaming and a more reliable experience” when 3G is switched-off.
  • Ahead of the 3G switch off, Three are upgrading many of their legacy 3G sites and repurposing them for newer technologies.
  • They suggest that customers who have a 4G / 5G compatible handset will not be impacted by the phasing out of 3G. 

EE says:

  • Whilst the re-farming of 3G will be a process that takes time, the spectrum used for 3G is planned to be used for 4G and 5G, just not immediately. The locations that have the highest need (those that are congested or at risk of congestion) will be the initial focus for the reuse of 3G spectrum.
  • This operator is focusing on making sure that their 4G has enough capacity to cope once 3G has been switched off. In areas where they have both a 3G and 4G service, the 3G doesn’t generally reach beyond that of their 4G services. They believe they have the tools to identify if any work is needed on spectrum and in what areas so that they can be prioritised.
  • They are currently refreshing their 4G and 5G network and replacing some 5G vendor equipment. They need to finish this network refresh before they can re-farm the 3G spectrum. Once the work has been completed, it will be easier to use the remaining 5MHz from the 3G spectrum. Upgrades will be a mix of remote and site visits depending on configuration. Only modernised sites will be able to re-farm the 3G spectrum to be used for 4G and 5G, hence why the process will take some time. 

O2 says:

Not a lot… Yet! As we said above, O2 haven’t publicly announced their plans to phase out 3G services like the other operators have so it’s all a bit quiet from the O2 camp. 

‘I have an old device that doesn’t have 4G capabilities – How will I get online when 3G is phased out?’

The DPA (Digital Poverty Alliance) is concerned that people with older, more basic devices that don’t have 4G capabilities will fall into ‘digital poverty’ once 3G is phased out if they rely on that device to get online. 

But is this a legitimate concern? Here are some reasons why this may be an unfounded worry. 

  • There are basic phones that have 4G capabilities that have been available on the market for a number of years. They are generally lower cost than more elaborate devices, at around £20-£50 for the handset.
  • Operators often offer bundles with cheap plans and almost free handsets on the more basic models
  • Some operators and charities give more vulnerable users basic handsets for free, so they only need to pay for the tariff

That being said, we realise that there will be people out there that may currently have a device that doesn’t support 4G. There are options out there so anyone who is worried have a shop around – A basic 4G compatible handset and monthly plan for less than £10 a month are out there. 

The best option if you are concerned is probably to ring your current operator and see what they can offer you. 

How Can You Make Sure You’re Not Affected by the 3G Switch Off? 

We’re not saying that nobody will be affected by the phasing out of 3G services. There are always going to be the odd few where unique cases mean that something goes awry. Let’s bear in mind that some handsets will have better reception than others! 

We’re feeling hopeful that the operators will have planned the 3G withdrawal properly and will minimise the impact on their customers. I guess we’ll find out! 

Saying that, here are a few things you can look out for to try and minimise any disruption to your coverage and connections:

  • Ensure your current handset (or any new one you buy) has VoLTE (Voice-over-LTE) capability. Not all 4G handsets can make calls over the same generation of network technology, but if your handset supports the above it will be helpful.
  • Choose a handset that supports Wi-Fi Calling. Whilst not as common on the more basic handsets, if you have a home broadband connection then this would come in very handy.
  • Anyone with a 4G handset having issues after the 3G switch off should perhaps consider changing mobile operator and see if that fixes the problem. Each operator will have different coverage, varying by site, so it might be worth switching around. This also goes for the above – If you have a VoLTE or Wi-Fi Calling enabled handset but are having issues, it could be the operator.
  • Remember that when making calls and texts, 3G/4G handsets will fall back to 2G if having trouble anyway. 

Despite the sensationalised articles about the phasing out of 3G services in headline news, try not to worry. We deal with technological advances all the time in this modern world. You could choose to see the withdrawal of 3G as an upgrade to 4G/5G instead of a negative.

There may well be teething problems for a small percentage of mobile users, but we’re pretty sure that mobile operators will find a solution that works for all when the time comes to switch off 3G services.
